I would prefer prohibition.
Law is powerful enough to govern nature
(the Plant has never killed or harmed anyone 18+ years of age)
Then why only age limits on man-made poisons (alcohol and tobacco) which kills?
These poisons must be completely banned.
Anyways, India is run by people not papers. They say "contact"
